I would suggest interviewing directors of agencies already working in that country. they can quickly coach you on the cities to stay away from or to focus on areas that still need help. good luck and be patient. there is much to learn and some countries (i.e. Russia) change their adoption policies and rules very often. China does not have adoption agencies. All of their adoptions (both domestic and international) are facilitated through one government-regulated body: the CCAA (China Centre of Adoption Affairs). All dossiers of adoptable children are sent from the individual orphanages (also government regulated) to the CCAA. The Chinese government would never allow an independant orphanage or agency.
